(a) Context, including:

• Science: unequivocal anthropogenic climate change, adverse impacts, vulnerability, urgency to mitigate and adapt;
• Economics: transition to low-emission, climate-resilient growth and development, cost of action lower than cost of inaction, collateral benefits, recognition of social dimension;

(b) Guiding principles framing the entire agreed outcome, including:

• Convention objective, provisions and principles, in particular equity and common but differentiated responsibilities and respective capabilities;
• Leadership by developed country Parties in actions and support;
• Overriding priorities of developing country Parties – economic and social development and poverty eradication;

(c) Integrated vision of cooperative action resulting from the building blocks of the Bali Action Plan;

(d) Long-term global goal for emission reductions, including:

• Quantitative objective(s) and related medium-term goals, peaks and pathways;
• Qualitative dimensions and principles for its achievement;

(e) Process for reviewing the goal and overall progress by the Parties towards the ultimate objective of the Convention.
