(a) Implementation of Articles 4.1 (a) and (b), 10 and 12 of the Convention, taking into account the common but differentiated responsibilities and respective capabilities of the Parties, through arrangements for, inter alia:

• National greenhouse gas inventories;
• Programmes containing measures to mitigate climate change;
• Publishing, communicating and considering information on planned and implemented mitigation measures;

(b) Nationally appropriate mitigation commitments or actions by developed country Parties,
including:

• Economy-wide quantified emission reduction objectives beyond 2012, taking account of commitments under the Kyoto Protocol;
• Comparability of level of ambition, legal form, accounting rules, procedures and mechanisms;
• Measurement, reporting and verification of commitments or actions;

(c) Nationally appropriate mitigation actions by developing country Parties, including:

• Scope and definition of nationally appropriate mitigation actions;
• Mechanism(s) to register nationally appropriate mitigation actions;
• Substantially scaled-up support for nationally appropriate mitigation actions and corresponding institutional arrangements;
• Measurement, reporting and verification of actions and support;

(d) Aspects of other approaches to mitigation, inter alia:¹

• REDD-plus actions: objectives, scope, principles and different phases, including implications for the means of implementation;
• Addressing emissions from international bunker fuels;
• Enhancing cost-effectiveness of mitigation actions, including through use of markets;
• Means to promote policies and measures aimed at realizing significant near-term mitigation potential;
• Institutional arrangements to identify vulnerability to negative economic and social consequences of response measures, share information and minimize consequences.
