61. In addition, each developing country Party shall submit its national GHG emissions inventory of anthropogenic emissions by sources and removals by sinks of all gases not controlled by the Montreal Protocol.

62. Unilateral actions that are undertaken by developing country Parties and are not enabled or supported by other Parties [may] [shall] be reported in national communications.

63. NAMAs and their achieved outcomes shall be:

(a) Measured at a national level according to guidelines to be decided upon by the Meeting of the Parties to this Agreement at its first session, building on, inter alia, existing IPCC guidance and involving regional centres and national experts in accordance with national
measuring and reporting procedures and practices, taking into account countries’ national circumstances;

(b) Reported to the Convention according to reporting guidelines to be decided upon by the Meeting of the Parties to this Agreement at its first session, taking into account the principles of transparency, accuracy, consistency, comparability and completeness, and shall address, inter alia, achieved emission reductions, as well as their effectiveness in relation to the Party’slow carbon/emissions [high-growth sustainable development]
strategies;

64. Each Party with a GHG emission intensity target shall have in place a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all GHGs not controlled by the Montreal Protocol. Guidelines for the national systems shall be elaborated.
