National technology action plans

14. Parties should promote and support the development and transfer of innovative and climate-friendly technologies including through the formulation and sharing of technology action plans. The technology action should build on and include technology needs assessments as established by decision 4/CP.71 and should include the elements contained in Annex I.

15. National technology action plans should be integrated into national adaptation and mitigation plans and be informed by the international technology action plan referred to in paragraph 10.

16. Developing country Parties shall be provided with the necessary financial and capacity building support (para. 20-22) to conduct national technology action plans, including through the support of the technology leveraging service (para. 36-37) and the climate technology hub and corps (para. 38), and will be assisted to implement the actions identified within these plans, for the enhancing the implementation of Article 4, paragraph 1(c) and 5, of the Convention.

17. The [Executive Body on Technology][Executive Technology Board][Executive Body on Finance and Technology] shall provide guidance to Parties on conducting national technology action plans, taking into national circumstances and capabilities, particular least developed countries, to cover, inter alia:
(a) Assessment and prioritization of technology needs, capacity, and markets;
(b) Assessments of obstacles in the access to, development and transfer of relevant technologies;
(c) Actions needed to address these obstacles, including potential policy instruments and needs for capacity building and cooperative research and development.
