Promoting cooperative policies between the developed and developing countries on technology research, development, demonstration, deployment, diffusion and transfer
Enabling environments
19. Enabling environments, including technology-specific policies and measures with both adaptation and mitigation benefits, that create the conditions conducive to private- and public-sector technology development, deployment, transfer and diffusion should be promoted, implemented and strengthened. Policies and measures should include deployment schemes for measures to address barriers to technology development, deployment and diffusion, and the transfer of technologies for mitigation and adaptation.
