[3. Implementation of capacity-building action and related institutional arrangements

4. [A specific mechanism to support enhanced action on capacity-building in developing countries within the scope defined in paragraph 3 above through a learning-by-doing approach] [A specific capacity development and support mechanism shall be established [and supported by developed country Parties and other developed Parties defined under Article 4.3 of the Convention and included in Annex II to the Convention to cater for the specific capacity-building needs of developing country Parties, in particular [those included in the nineteenth paragraph of the preamble to the Convention], [those included in Article 4.8], least developed countries (LDCs), small island developing States (SIDS) and African countries,] within the scope defined in paragraph 3 above]:

(a) To empower relevant institutions, including operational focal points and national coordinating bodies, at various levels [, taking into account the need for stand-alone capacity-building activities at various levels];

(b) To enhance systematic [observation,] research and knowledge management [, including meteorological, hydrological and climatological services];

(c) [To strengthen endogenous capacities, skills and capabilities to contribute to the full, effective and sustained implementation of the Convention;]

d) To strengthen communication, education, training and [public awareness] at all levels, [including] at the local and community levels and taking into account gender issues;

(e) To build, develop, strengthen and [enhance] national and/or regional networks of information and knowledge sharing[, including local and indigenous knowledge sharing;]

(f) To share experiences, [and] information [to implement projects showcasing innovation and implementing] best practices of developing countries through South–South and triangular cooperation;

(g) [To strengthen and use data for systematic observation, early warning, national and regional downscaling and modelling, disaster preparedness, vulnerability assessment and other climate services, including risk assessments of climate change impacts on ocean,
coastal and terrestrial variabilities;]

(h) To develop tools and methods and [to strengthen capacity for modelling and needs assessments related to adaptation, mitigation, capacities, financing and technologies];

(i) To encourage and strengthen participatory and integrated approaches[, including the meaningful participation of various stakeholders, taking climate change considerations into account to the extent feasible, in relevant social, economic and environmental
policies and actions];

(j) [To strengthen structural and institutional capacity for economic diversification].

5. Technical panels on capacity-building for [enhanced actions on all outcomes of the Bali Action Plan] shall organize, coordinate, monitor, evaluate and retrofit the implementation of capacity-building activities and the support for adaptation and mitigation and the corresponding financing and technology development and transfer in developing countries. The technical panels shall also provide information and views on the fulfilment of commitments by developed country Parties to provide capacity-building support. The technical panels shall create mechanisms for sharing lessons learned, promoting South– South and triangular cooperation as well as disseminating successful capacity-building activities in developing countries.]
